Summary

Provides professional support and counsel for the Personnel Services and monitors the daily operation of assigned section to ensure compliance with the Hospital's mission and objectives.

Essential Responsibilities and Duties

1.Accomplishes department objectives and assists the section manager by monitoring the daily tasks and activities of Personnel Services team and organizing work processes.

2. Monitors work in progress and assists with difficult or complex tasks, as assigned. 
3. Provides expert counsel, advice and expertise in all matters related to section. 
4. Recommends technical and/or administrative advice/guidance regarding new or modification of policies.
 5. Collects and analyses data to identify problems, which require immediate attention or further study, and makes suggestions for improvement.
 6. Contributes to the identification of opportunities for improvement of systems, processes and practices taking into considerations leading practices, improvement of business processes, cost reduction and productivity improvement. 
7. Provides advice on labor law, regulations, and procedures, and other laws relating to PS. 
8. Assists and directs Personnel Analysts regarding workloads, and ensures that output is completed in timely and proper manner. 
9. Prepares and submits periodical clear and concise reports for the assigned section. 
10. Utilizes variable internal and external data and statistics for ensuring effective PS planning and other planning activities. 
11. Develops and maintains the department’s internal policies and/or procedures (IPPs) and supports business objectives related to best practice of PS policies and practices. 
12. Participates in the update of the Personnel Services job descriptions to ensure consistency and accuracy. 
13. Actively participates in committees, taskforces and other working groups, as assigned. 

Education

Master’s or Bachelor's Degree in Human Resources, or other related discipline is required. 

Experience Required

Grade 10:Three (3) years of related experience with Master’s, or Five (5) years with Bachelor’s Degree is required. 

Grade 11:Five (5) years of related experience with Master’s, or seven (7) years with Bachelor’s Degree, including two (2) years of (Grade 10) experience is required.
